Mark Carney’s New World Order

February 11, 2026

By Laurien Rueger

On January 20, 2026, exactly one year after the inauguration of President Donald Trump, Canadian Prime Minister Mark Carney gave a speech at the World Economic Forum in Davos, Switzerland, that received a rare standing ovation.[1] Carney spoke of a rupture in the world order, suggesting the impending February 3rd Uranus station (27 Taurus) and that fractious planet’s tight square to the February 17th Solar Eclipse (at 28 Aquarius). Carney talked about the need to see the world as it is, not as we wish it to be. This seemed to reflect the exact conjunction of Saturn (realism) and Neptune (wishful thinking) that will occur on February 20th. Without naming the United States, Carney called for middle powers like Canada to band together in order to counteract the hegemony of larger powers. Perhaps the elbows are finally up!

Uranus and Pluto are currently within orb of a trine (120 degrees, supportive) and will make five exact trines between 2026 and 2028, with the first two occurring on July 18th and November 29th of this year. This combination of the planets of revolution (Uranus) and power (Pluto) is bound to transform the world order, especially since the Saturn-Neptune conjunction is at the midpoint (falling equidistant between) of Uranus and Pluto, in sextile (60 degrees, offering opportunity) to each. At the moment when Carney’s 16-minute speech was scheduled to begin,[2] we can see that Uranus was in an exact trine to Mars, suggesting a bold call to arms, while Pluto was in conjunction with Venus, suggesting power (Pluto) that comes from banding together (conjunction) with those who share our values (Venus).

The chart’s Ascendant degree (24 Cancer) is exactly conjunct the retrograde Mercury in the US Sibly chart. As well, transiting Mars was conjoined the Sibly chart Pluto (27 Capricorn), reflecting an attack (Mars) on the way that the US is wielding its power (Pluto). Astrologically, it was obvious who Carney was talking about! Which wasn’t lost on President Trump either. The two leaders did not meet in person because Carney left Davos prior to Trump’s arrival, to prepare for the return of Canada’s Parliament. The following day, Trump delivered a meandering speech in which he asserted, “Canada lives because of the United States” and that Canadians “should be grateful but they’re not.”[3] Transiting Uranus was closely square (ninety degrees, stress and conflict) Trump’s Mars and he shocked (Uranus) his audience with his demands (Mars) that the US acquire Greenland, as well as his claim that the US has never gotten anything out of NATO.[4]

On January 16th, a few days before his speech at Davos, Prime Minister Mark Carney announced that Canada and China had signed a preliminary agreement-in-principle to create a strategic economic partnership in response to the “new world order” that he later talked about at Davos. Canada’s Sun (8 Cancer) is square the People’s Republic of China’s Sun (7 Libra), so while they are closely linked, there is also the potential for tension and conflict.

The chart for the agreement has a cautious but purposeful stellium of five planets, with four of them methodically spaced apart with two degrees between them, like a series of carefully laid steps. Mercury, Mars, the Sun, Venus, and Pluto all fall within a tight range of twelve degrees, extending from no-nonsense Capricorn to future-oriented Aquarius. Mercury opposes (180 degrees, mirroring, illuminating) Jupiter which seems apt for a trade (Jupiter) agreement (Mercury). Jupiter’s retrograde status might reflect that the agreement is preliminary, so refinements and revisions will follow. Perhaps most concerning from Canada’s point of view is that Saturn (27 Pisces) and Neptune (29 Pisces) are squaring its natal Moon (28 Gemini), so it is possible that the deal will create hardship (Saturn) or weaken (Neptune) the position of average Canadians somehow. This could represent a threat to Canadian unity because the Prairie provinces were happy that the agreement reduced tariffs on canola, but the province of Ontario was displeased that Chinese EVs (electric vehicles) would be allowed into the country, albeit in limited numbers.

The squares to Canada’s Moon could also represent retribution from the Trump administration. Although the President’s initial reaction was to praise the Canada-China trade deal, he soon made an about-face and threatened 100% tariffs on all Canadian goods entering the US if Canada “makes a deal with China”.[5] The vague threat was later clarified by US Treasury Secretary Scott Bessent, who said the 100% tariffs would only apply if Canada made a free trade deal with China, which this deal is not. Following the speech at Davos, the President also withdrew an offer for Carney to sit on Trump’s “Board of Peace,” created to oversee Gaza, which some see as an attempt to supplant the UN’s role in the peace process and reconstruction. Considering that a $1 billion fee would have been required of Canada to join, this is probably no great loss. But it does represent an escalation of tension between Canada and the US.
